Communications Manager | Dalma Energy Muscat, Oman

OVERVIEW
OPAL, the Oman Society for Petroleum Services, is an institution composed of the country’s oil and gas companies and their contractors. Its role is to serve its members by acting as a forum to address specific challenges within the Oil and Gas industry, to develop common standards where desired and appropriate, and to monitor the application of those standards.

PURPOSE OF THE JOB
* To communicate to members and stakeholders the benefits that OPAL can provide and to create a forum for members to exchange information. To manage OPAL’s publications and its public interface and to ensure that markets are appropriately targeted.
* To manage databases and to ensure maximum take up and market penetration of the potential membership through active management of those databases. To handle OPAL’s internal accounting.

PRINCIPAL ACCOUNTABILITIES
1/ Manage and measure the OPAL brand and house style
2/ Develop and apply a consistent communications strategy
3/ Ensure members take up the full range of benefits that OPAL have developed for them
3/ Develop and apply communication strategies for other stakeholders such as Government Ministries and relevant overseas bodies
4/ Manage all OPAL publications
4/ Manage and develop the OPAL website as a portal for the Oil and Gas Industry
5/ Co-ordinate all events and functions
6/ Promote information-sharing amongst members
7/ Administer Compliance Verification Certificates (a requirement for major tender qualification) and ensure maximum penetration of their usage
8/ Manage databases of members, their various certifications and contributions and use direct marketing to ensure higher levels of compliance
9/ Manage all internal accounting

CHALLENGES
OPAL’s authority derives from its skills and not its executive authority and position. The ability to influence others is vital, as is the ability to manage change and work within a wide job remit. This requires, inter alia, a good creative capability and the ability to communicate.

QUALIFICATIONS AND EXPERIENCE REQUIRED
* The emphasis of this job is on communications professionalism and the incumbent will have had a number of years heading the necessary discipline in a medium sized company or significant experience in a good advertising agency. Experience of direct-marketing, website and portal operation would be very desirable. OPAL is funded by its members and the benefits accruing from OPAL need to be developed and promoted. OPAL hosts a number of important industry functions during the year and the professional management of those functions will play an important role in the credibility of their output and value.
* OPAL’s success depends on its credibility. The OPAL brand is a signifier of that credibility. Thus the ability to manage the OPAL brand and measure its strength is an important element of the job.
* No accounting skills are required, the responsibly is purely an organisational convenience.
