Regional Business Planner & Economist | Shell Dubai, UAE

Shell’s Upstream International Middle East Region looks after assets in the Middle East and North Africa, with key existing operations in Oman, Abu Dhabi, Egypt, Iran, Oman, Pakistan, Iraq and Syria. We are currently exploring further opportunities in Saudi Arabia, Libya, Jordan and are also represented in Kuwait, Tunisia, and Algeria. The businesses of the region represent a mix of (1) mature assets in countries like Oman, Syria and Egypt with robust cash generation and a key focus on Operational Excellence and Competitive Costs, as well as (2) an unprecedented number of growth opportunities in Iraq, Enhanced Oil Recovery in Oman, as well as significant exploration potential. 2010 will see the start up and growth of the newly awarded contracts in Iraq.

Responsibilities:

This position reports to the Regional Planning and Reporting Manager. This role is a suitable development for a Middle Eastern candidate, preferably fluent in Arabic with considerable talent and potential. It consists of the following main responsibilities:

• Timely deliver adequately challenged,robust and prudent Regional Business Plans (including event driven updates),with fully aligned tools and assumptions,harmonized with global planning requirements. Coordinate the technical business planning assurance/robustness process,in close liaison with the Regional Technical Managers.

• Build and maintain effective relationships with the Joint Ventures and Shell Operating Units,the Regional Technical,Commercial and Strategy functions,and both local and global planning,economics and reporting teams.

• Support the Global Economics Discipline Team representative for the Region,as well as the Commercial Finance team in the region: submit/review Group Investment/Financing Proposals,and contribute to Region’s position as Centre of Excellence for Economics discipline to provide uniform,expert,and independent analyses to ensure timely,quality business decisions and planning support.

• Support Regional Planning/Economics teams to manage value,and provide expert economic input in their dealings with JVs,partners and pan-industry bodies.

• Provide economic limit testing input to the Annual Review of Petroleum Resources (ARPR) process in close liaison with the Regional Resource Volume Manager and Regional Finance Focal Point.

• Own and maintain economic models,and provide economic evaluation analysis and objective decision support,for those ventures and entities where a full-time planning and economics team is not justified. Ensure technical integrity of all economic models used

• Ensure high quality management support for internal and external presentations and communications,contributing innovative strategic,business planning and economic thought,insight and converting those opportunities to deliver value

• Provide substantial support to the periodic regional performance reporting and appraisal processes by performing financial analysis,and providing consolidated quality regional business decision making materials,to enable effective decision-making and allowing timely interventions by the Regional and Global Upstream Leadership teams.

• On request,provide support to the Regional Executive Vice President in preparing presentations covering planning and economics.

• Make a pivotal contribution to deepening professionalism of business planners,economists and finance staff; help to coordinate and build an ever stronger community across all ventures in the Region. Optimize sharing of experience and knowledge in the Region. Participate in staff development/mentoring for regional economics,planning and performance reporting staff.

• Ensure individual personal development plan is progressed to develop relevant skills.
