GENERAL SUMMARY – HR Manager Middle East

Responsible for development, implementation, administration and operation of high-value quality human resources programs, practices and procedures to all levels of team members across the Middle East region. As a member of the local management team will work alongside leaders to ensure that HR programs and practices enable the business to achieve its goals. Main areas of responsibility will include Employee Relations, Talent Management, Performance Management and HR Policy & Processes. Working within a Global matrix organization will liaise with colleagues across the region to ensure HR strategies and programs are aligned and implemented.

Position is based in Dubai and reports into the HR Director, EMEA Emerging Markets. Dell has employees across the Middle East based in UAE, Saudi Arabia, Egypt, Jordan, Bahrain, Qatar and Oman. Dell operates a global, functionalized HR structure with HR Business Partners supporting Regional/Global businesses, Geographic HR Managers providing front-line support in country with C&B, Recruitment and Learning & Development resources reporting into functional leads.

PRINCIPAL DUTIES AND RESPONSIBILITIES

HR Policy & Compliance

Ensures Global & Regional HR policies are understood and adhered to. Responsible for extra policy development and adherence needed at the country level.

Advocate and ensure compliance to the company’s Code of Conduct and Ethics guidelines.

Ensures adherence to applicable governmental regulations. Interacts with government bodies as needed and engage with agents as needed to ensure sponsorships, employee taxes and other requirements are met.

Manage employee relations in the region. Advise managers on process and facilitate disciplinary, performance improvement and employee grievance procedures.

Ensure correct employee contracts and other documents are issued and stored and that HR tools contain accurate information.

Oversee the on-boarding of new hires and the exit process for all leavers

HR Program Management

Work with local leaders to ensure the roll-out and execution of all annual HR programs – Performance Plans, Performance Reviews (appraisals) and Individual Development Plans. Ensure EMEA deadlines are met, and deliver regular reporting to the business to drive completion. Conduct quality audits and identify any follow on training/coaching needs.

Facilitate the bi-annual Pay Planning cycle in the business ensuring budgets are spent in alignment with the company’s compensation philosophy

Analyze business challenges and HR programs to identify improvement opportunities.

Manage Ad Hoc HR projects as needed at the local level or mandated globally/regionally.

Business Support & Talent Management

Provide coaching, feedback and development to local leaders and managers.

Serve as a change agent by supporting business and Company change initiatives

Work closely with the business to ensure that results to the annual employee satisfaction survey are analyzed and appropriate action plans are developed. Help drive initiatives which will increase employee engagement and retention.

Conduct Succession and People Planning sessions as needed, as well as other interventions needed to develop and retain key talent.

Work with the local management and Regional HR teams to ensure the business accurately forecasts their Resource need which is then translated into quarterly headcount plans. Help leaders execute against that plan.
